Similar to other stats, arcane is a requirement to use some weapons, and also increases the power of certain weapons, but it has a couple of other interesting points. First of all, most weapons have arcane scaling but don't actually use it by default. Instead, many weapons will only benefit from their natural arcane scaling when fitted with an elemental gem. Secondly, arcane scaling doesn't affect the physical damage of weapons; instead it will improve a weapon's arcane, fire, and bolt damage. Player raises this stat if he goes for elemental weapons.

Increasing arcane stat also raises Discovery. This helps find more items after defeating enemies. It's not strictly required, but it does help with finding supplies while running Chalice Dungeons. Other option how to increase Discovery, without leveling up arcane, is to equip an Eye Caryll Rune. Current hypothesis is that Item Discovery may simply alter the loot tables of SOME enemies given certain minimum thresholds are met. Finally, the arcane stat governs the usage of Arcane items. Arcane Items require a minimum level of the arcane stat to be used. Unlike weapons, these items can be equipped in your quick inventory and used via the square button. Additionally, they don't disappear from your inventory after being used like normal items do; instead, they consume Quicksilver Bullets. These items provide a number of extra combat options and are a perk of using an arcane build that relies on elemental weapons. Additionally, having a high arcane stat increases the effects of many Arcane Items.

Diminishing Returns is a common concept in RPGs, meaning that for a given investment, i.e. one point in a stat, you receive a smaller benefit, e.g. fewer hit points per point in the HP stat.
